Regulations Which Apply to Biogas Plant Developments
The following is a list of the regulations with which many Anaerobic Digestion Plants of over say 50 cubic metres or tonnes per day of throughput will need to comply in England and Wales:-
- Planning Permission, for which the owner may have to provide
- an Environmental Assessment (EA) and possibly other reports may be required under the rules for planning applications
- a Waste Management Licence may be needed, or possibly a PPC Permit(largest/most complex plants) if you are processing waste in your biogas digester
- if you want to discharge any surface water run-off from the plant area into a watercourse or sewer you may have to be granted a surface water discharge consent for that discharge separately
- ABPR (Animal By-Product Regulations which applied to the prevent the spread of diseases through inadequate sanitisation of the biomass known as the ). These apply (UK) when a plant operator accepts Food Waste and the rules are quite complex. The State Veterinary Service administers these.
The there are the normal construction safety regulations CDM (as revised in 2007), and the DSEAR (ATEX) Regs., and possibly also Building Regulations (local building regulation - fire protection regulations applied in London for example).
